Protocol 1 is the tracker contract, not parity with every Org package. A rewrite keeps a name it does not own. This page is the inventory of what that means.
The Org 9.8 chapter map is Org syntax. This file is the ELPA / contrib / MELPA set that writes into the same drawer or preamble.

Ignore (nothing to integrate)#
These packages write no tracker names. org-modern, org-superstar,
org-appear, and org-tree-slide are overlays. consult-org, org-ql
saved views, and org-super-agenda live in Emacs variables and
already read the TODO / tags / properties we write. deft is a
filename search. org-pomodoro only leaves CLOCK: lines, which
are already preserved. There is no on-disk contract to own.
